In a high-rise, a large assembly space, or any building where orderly evacuation depends on clear instructions, the difference between the two determines how well people respond when an alarm activates.

When a fire alarm horn sounds in a large building, occupants face an immediate problem: they do not know what the alarm means or what they are supposed to do. Is this a drill? Should they evacuate now or wait? Which stairwell should they use? Should they shelter in place or leave the building? A horn and strobe gives no answers. Many occupants respond by waiting to see what others do, which introduces dangerous delays into the evacuation process.
A voice evacuation system eliminates this ambiguity. When the system activates, occupants hear a clear spoken message telling them what is happening, what they should do, and where they should go. Zoned systems can deliver different instructions to different floors simultaneously, allowing staged evacuation that reduces stairwell congestion and prevents occupants on uninvolved floors from interfering with active fire suppression on the affected floor.
NFPA 72 requires voice notification systems in high-rise buildings, large assembly occupancies, and several other occupancy types specified in the code. Florida Building Code adopts these requirements. Buildings that have not upgraded from tone-only alarm systems may be out of compliance, particularly after the adoption of newer NFPA 72 editions that extended voice notification requirements to additional occupancy types.
Voice evacuation systems are a component of the fire alarm system and must be designed, installed, and maintained by licensed fire alarm contractors. The systems must meet NFPA 72 intelligibility requirements, which specify a minimum Common Intelligibility Scale score of 0.7 measured at representative locations throughout the covered area. Installation without intelligibility verification is not compliant installation.

What a Code-Compliant Voice Evacuation System Includes
A voice evacuation system is more than amplifiers and speakers. Every component must be specified, positioned, and tested to achieve the intelligibility the code requires throughout the entire covered area.
Pre-Recorded Emergency Messages
Pre-recorded voice messages are stored in the fire alarm control panel or a dedicated voice amplifier module and activate automatically when specific alarm conditions are detected. Messages are scripted to provide clear, specific evacuation instructions appropriate for each zone and condition type. NFPA 72 specifies message content requirements, and we script messages in coordination with the building owner and the local AHJ to address the specific evacuation procedures for the building.
Live Microphone Override
Every voice evacuation system includes the ability for fire command personnel to override pre-recorded messages with live voice announcements from the fire command center. This capability is required by NFPA 72 and is essential for situations where conditions require real-time instruction that differs from the pre-recorded script, such as directing occupants away from a compromised stairwell or providing status updates as the incident evolves. The microphone station is typically located at the fire command center and may also be installed at other strategic locations in the building.
Zone-Selective Notification
Zone-selective voice evacuation allows different messages to be delivered to different areas of the building simultaneously. In a high-rise fire, the affected floor and the floors immediately above and below may receive an immediate evacuation instruction while other floors receive an alert-to-prepare message. This staged approach reduces stairwell congestion, prevents unnecessary evacuation of uninvolved floors, and allows fire department access without being impeded by occupants evacuating from upper floors. We design zoning to match the building's fire suppression and compartmentalization strategy.
Speaker Layout & Acoustic Design
Speaker placement is the primary determinant of whether a voice evacuation system achieves the intelligibility the code requires. Speakers must be positioned to deliver sufficient sound pressure level throughout the coverage area without excessive reverberation that degrades intelligibility. We design speaker layouts based on the acoustic characteristics of each space, including ceiling height, surface materials, and background noise levels, rather than applying a generic spacing formula. Speaker placement drawings are submitted to the AHJ for review before installation.
Amplifier & Control Equipment
Voice evacuation amplifiers must be sized to drive all connected speakers at the required sound pressure levels across all zones, with reserve capacity for backup amplifier switching where required by the system design. We specify amplifier systems appropriate for the building's speaker load and zoning requirements, with backup power sized to sustain the system through the required runtime during a commercial power outage. Amplifiers are installed in the fire alarm equipment room or fire command center with appropriate supervision and remote monitoring capability.
Intelligibility Testing & Verification
After installation, the system is tested for speech intelligibility at representative locations throughout every coverage zone using calibrated measurement equipment. The Common Intelligibility Scale score at each test point must meet or exceed the NFPA 72 minimum of 0.7. Test points that fall below this threshold require corrective action before the system can be accepted. Intelligibility test results are documented and submitted to the AHJ as part of the acceptance package. Annual inspection includes verification that the system continues to meet intelligibility requirements.

Facility & Acoustic Assessment

Why Voice Evacuation Systems Fail to Deliver Intelligible Communication
Poor speech intelligibility is the most common failure mode in voice evacuation systems. These are the specific design and installation problems that cause it.
Speakers Placed Without Acoustic Analysis
The most common cause of poor intelligibility is speaker placement based on a simple spacing grid rather than on analysis of the actual acoustic environment. Reverberant spaces such as lobbies, atriums, concrete stairwells, and open warehouse floors require speaker selection and placement specifically designed for those conditions. A speaker that performs adequately in a carpeted office corridor will produce unintelligible speech in a concrete stairwell at the same spacing.
Insufficient Sound Pressure Level in High-Noise Areas
NFPA 72 requires voice systems to produce a sound pressure level at least 15 dB above the average ambient noise level in the space. In high-noise environments such as manufacturing areas, commercial kitchens, and mechanical rooms, standard ceiling speakers may not be capable of achieving this threshold. These spaces require high-output speakers, directional speakers positioned close to the occupancy zone, or both.
System Never Intelligibility Tested
Many voice evacuation systems were installed without intelligibility testing and accepted based on visual inspection of the installation rather than acoustic measurement. These systems may have CIS scores well below the 0.7 minimum in portions of the building, particularly in challenging acoustic environments, without anyone being aware of the deficiency. Annual testing that includes intelligibility verification catches these failures; inspections that only verify that speakers produce sound do not.

Voice evacuation amplifiers and speakers degrade over time. Amplifiers that were delivering adequate output at installation may be producing reduced power output after ten or more years of operation.
